Further to the voluntary referral to the Independent Police Complaints Commission (IPCC) in June 2014 in relation to various aspects of the management of the Equality Review which was carried out by the Force in 2011 and 2012, and the subsequent media coverage, the IPCC has referred the matters back to Cleveland Police to investigate locally.
In relation to the complaints voluntarily referred to the IPCC by the Office of the Police and Crime Commissioner (OPCC) for Cleveland relating to the Chief Constable of Cleveland Police, Jacqui Cheer. These matters have also been referred back to the OPCC to investigate locally.
In the interests of ethical independence, Cleveland Police and the OPCC have decided it would be appropriate to appoint an external police force to undertake both investigations.
