Executive summary
This decision relates to funding received from the Home Office to deliver Hotspot Patrols in the Cleveland area. It is supplementary to the Decision 2025/26 – 001 and clarifies the reallocation of funding for problem solving activity to additional organisations.
As part of the problem solving approach for hotspot areas, five hotspot locations were identified as suitable for POP (Problem Oriented Policing) treatment. These consisted of:
- 1 location in Hartlepool
- 2 locations in Middlesbrough
- 1 location in Redcar and Cleveland
- 1 location in Stockton.
The POP locations were subject to a robust process following the SARA (Scanning, Analysis, Response, Assessment) model.
Problem profiles were developed for each POP location to provide the scanning and analysis element of the problem. Responses to the issues were identified according to the Response element of SARA.
On 22 October 2024, the proposed interventions were presented to the Office of the Police and Crime Commissioner Head of Policy, Partnerships and Delivery, Head of CURV and Project Manager along with the Cleveland Police Serious Violence lead, and final decisions were made on the approval of interventions on 30/10/2025.
The total amount allocated to problem solving in the hotspots is: £105,841.57 as per Decision Notice 2025 2026 0001. This was originally granted to Cleveland Police. Other partners will deliver some of the proposed interventions. This Decision Notice is to clarify the proportion of Problem Solving funding allocated to other agencies.
This contributes to the Police and Crime priority to reduce crime, antisocial behaviour and harm by reducing the number of crimes and ASB incidents in the hotspots through effective coordinated, partnership work, to address key drivers of serious violence and antisocial behaviour in the problem solving locations.
