Decision of PCC: Assured

Rationale:
In light of new national guidance, which places stronger expectations on how forces deliver neighbourhood policing, and the PCC’s priority in the Police and Crime Plan 2024-29 to reduce crime, antisocial behaviour and harm, the PCC was looking to:
- Assess the Force’s progress in delivering the Neighbourhood Policing Guarentee (NPG) and in using uplifted resources effectively.
- Gain assurance that national standards for visibility, accessibility, responsiveness and problem‑solving are being met.
- Ensure proposed changes to the abstraction policy do not mask the real impact of officers being taken away from core neighbourhood duties.
- Evaluate whether neighbourhood policing activity is contributing to reductions in personal robbery and improved community safety.
Questions:
- Since the Scrutiny Meeting on 25 June 2025, what measurable progress has the Force made in implementing the NPG, and what evidence demonstrates consistent and sustained delivery across all neighbourhoods?
- What impact has this uplift had on visibility, responsiveness, problem‑solving activity and community engagement to date?
- What governance and audit arrangements will ensure the revised abstraction policy provides an accurate and transparent picture of neighbourhood policing capacity and visibility?
- How does the Force ensure neighbourhood teams are protected from being routinely pulled into response work and diverted away from their core neighbourhood policing responsibilities?
- How will the Force measure and show the success of the NPG and what will that success look like?
- What are the key issues, locations and cohorts driving personal robbery in Cleveland, and how is neighbourhood policing activity helping to reduce personal robbery, improve community safety and build public confidence?
