Further to DRF 23/24 0022 which outlines the decision made in 2023 to fund Harbour to deliver a service to tackle domestic abuse perpetrators with multiple unmet needs until July 2024, this decision covers the PCC’s agreement to grant an extension of the current arrangements to 31 March 2025. There are no other changes to the grant agreement regarding this service.
This decision is based upon the following considerations:
- Short-term duration of current delivery of the unmet needs perpetrator service and desire to glean further insights regarding effectiveness and impact
- Delay in the completion of the Cleveland-wide Domestic Abuse Perpetrator Strategy which will inform longer-term commissioning intentions regarding a Cleveland-wide partnership commitment to tackling perpetrators
- Outstanding needs assessment focusing upon both victims and perpetrator’s of domestic abuse which will inform the PCC’s future commissioning intentions
- Desire to align the timing of commissioning of perpetrator provision with domestic abuse victims provision which is in progress to inform delivery from 1 April 2025
- Desire to avoid a gap in provision for perpetrators with multiple unmet needs from August 2024 — March 2025
Funding available to the OPCC for this extension to 31 March 2025 is £24,613.28.
Following a briefing with PCC, Matt Storey, on 8 July 2024 the allocation of an additional £24,613.28 to extend the current grant arrangements (OPCC-000317) regarding delivery of the Domestic Abuse – Perpetrator’s with Multiple Unmet Needs Coordinator provision from 1 August 2024 to 31 March 2025 was approved.
