This decision record should be read in conjunction with decision reference 2024 – 013.
In December 2024, the Ministry of Justice (MoJ) victims and witnesses funding allocation was confirmed and assessed resulting in the below:
- A reduction in the core victims funding of 4.2%
- Maintaining the same level of funding for the Domestic Abuse (DA)/Sexual Violence (SV) and ISVA/IDVA fund, which will be combined into a new ring fence for 2025-26
- A 12 month funding settlement for 2025/26 funding period only
Decision record 2024 – 013 agreed to extend current DA, SV, Sexual Exploitation (SE) and Stalking victim provision for a 3 month period (from 1 April – 30 June 2025) to ensure continuity for victims and services, and to minimise disruption whilst clarity on budget allocations were provided.
As a result of the above allocations from MoJ, it has further been agreed, in light of the one-year funding settlement to further extend the provisions until 31 March 2026.
Due to changes in organisation national insurance contributions and increases in national minimum wage, services may face pressures to deliver provision at the same level as previous years.
As a result, the OPCC team will engage with services to understand (if any) the impact of this and how the services can deliver against the allocated budget.
To avoid confusion with previous grant awards new 12 month grants will be awarded to providers as below and any grants in place for the period identified above will be terminated with immediate effect.
The new grants will outline any changes services have had to make as a result of real term reductions in the funding.
