Since September 2012, the Police Authority and latterly the Police and Crime Commissioner has provided funding to support a service run by Halo.
Their service protects and supports victims of honour-based violence and forced marriage (HBV/FM).
The most recent funding from the Police and Crime Commissioner (PCC) covered 1 October 2014 to 31 September 2015. This supported an increase in referrals to the service.
Due to a number of changes in the commissioning landscape, it has been decided that a joint commissioning exercise for the provision of support for victims of HBV/FM and Female Genital Mutilation (FGM) will be completed. together with Durham PCC.
This coincides with the wider victim referral service that is currently being commissioned jointly by the two PCCs.
To ensure consistency of service, it is recommended that the current arrangements be extended to March 2016. That will be until a commissioning exercise has been completed.
