Cleveland Police has an ageing Fleet of Personal Protective Carriers, which are due for replacement due to their age and mileage.
There has previously been no specific route to market for the provision of these vehicles, without Forces having to carry out their own local procurement.
West Midlands Police procurement department facilitated the procurement exercise on behalf of the collaborative working group (which consisted of 32 other forces) and worked with fleet and procurement representatives from each force to agree and develop a specification.
A collaborative procurement exercise was conducted through the Crown Commercial Service (CCS) vehicle framework contracts.
In order to achieve efficiencies and economies of scale based on the overall operational vehicle volumes required from each force, the collaborative group agreed to use a further competition exercise as the most cost effective route to procuring from the framework contracts.
West Midlands Police evaluated the responses in line with the criteria that they set out in the procurement to ensure that the proposed vehicle and conversion met the requirements of the agreed specification.
The new collaborative vehicle contracts went live on 19th December 2016 for an initial period of 24 months. There are options to extend the contracts further by two periods of 12 months.
