Redcar and Cleveland Community Safety Partnership will commission a Targeted Youth Outreach Service.
Using PCC funding, the Redcar and Cleveland Early Help Youth and Community Service Streetz Team in partnership with a commissioned voluntary and community sector organisation will run the service.
Hybrid provision will deliver targeted, street-based youth outreach with the aim of reducing youth antisocial behaviour in Redcar and Cleveland.
Redcar and Cleveland are among a small number of local authorities in the country who have retained their own youth and community service.
This hybrid model allows strong existing links with strategic multi-agency boards to be maintained.
Information sharing
In addition retaining Local Authority oversight of the initiative, it will secure effective information-sharing.
Information can be shared across Children’s Service Teams. This will ensure case notes are recorded on the Early Help and Social Care case management system.
PCC funding will cover five hours a week for each Local Authority Lead Youth Workers in each of the three Redcar and Cleveland locality areas.
It will also provide oversight of the VCS-commissioned organisation. In addition, it will ensure that delivery is appropriately targeted and information-sharing systems are updated accordingly.
The remaining funding will be allocated to the commissioned VCS provider.
The service will deliver a range of early intervention, diversionary and positive activities.
They will centre on assertive street-based youth work and engagement with young people who are involved in, or at risk of becoming involved in antisocial behaviour activity.
The service will be intelligence-led. It will be delivered in a reactive manner, providing short-term interventions in antisocial behaviour hotspots.
These hotspots will be identified by partnership information and analysis and reviewed at local multi agency meetings.
The identified VCS service delivery organisation will sit on these multi-agency meetings together with the Local Authority lead.
A Local Authority lead will be identified to co-ordinate the commissioned Targeted Youth Outreach Service. The lead will report back to the OPCC on activity undertaken with PCC funding.
During the first six months of the funding period, the Targeted Youth Outreach Service will be solely delivered by Redcar and Cleveland Local Authority Streetz Team.
