What is it?
The Neighbourhood Policing Guarantee (NPG) was launched by the Government in April 2025, as part of its Safer Streets’ programme to cut crime.
It aims to increase police visibility and capability in communities and town centres.
Policing priorities are agreed with local people with a commitment to updating the public on progress.
There will also be a clear plan to tackle antisocial behaviour and retail crime in town centres.
In addition, members of the public will be able to contact their neighbourhood team via the force website. They will be able to find out where and when they can meet local officers at meetings and events.
The NPG aims to build public trust and confidence in the police and make sure people feel safe in their own neighbourhoods

How will it be done?
Cleveland Police received £2.4m in Government funding to recruit additional staff for neighbourhood policing, Funding will pay for:
- 20 police officers
- 31 PCSOs
- 12 special constables
There will be a dedicated officer for every area of Cleveland.
Officers will work with partner agencies, retail owners and the public.
What are the Goals?
The NPG has five pillars – each with associated commitments to tackling crime and improving trust and confidence. The five pillars are:
- Police back on the beat;
- Community-led policing;
- Clear performance standards and professional excellence;
- Crackdown on anti-social behaviour;
- Safer town centres.
Performance will be measured against the five pillars and their associated commitments.
The NPG will be rolled out in three phases from April 2025. They are:
- Phase 1: From April 2025
- Phase 2: July and August 2025
- Phase 3: To March 2026 and beyond
