Executive Summary
This decision relates to funding received from the Home Office to deliver Hotspot Patrols in Cleveland.
This contributes to the Police and Crime priority to reduce crime, antisocial behaviour and harm. It does so by reducing the number of antisocial behaviour incidents in hotspots through the deterrence effect of uniformed patrols. This links to the original DRF reference: 2025/2026 – 0001.
Projections from January show a projected underspend of approximately, £70,000 against the original allocated total of: £1,420,423.
This is primarily from Middlesbrough Borough Council where the patrol hours delivered were below those anticipated.
Additionally, we have projected overspends against hotspot patrols in Stockton Borough Council and Hartlepool Borough Council where more patrol hours have been delivered against the number of expected patrols.
In order to reflect the difference between projected and actual expenditure, we propose that the underspend of £70,000 be used to cover overspends in other areas as detailed in the decision below.
This will enable us to make best use of the government funding provided and improve our delivery against government allocated target number of patrol hours (between 13,000 and 16,000 patrol hours between April 2025 and March 2026), which we are on target to meet.
