Please provide all the records information that you hold, in any format in relation to passed and present PCC strategic oversight of operation magnolia, for example, was this major child abuse investigation set in any Police and Crime Plan as a policing priority from 2014 until the present date or how has passed and Present PCC ensured resources have been appropriately allocated to the investigation which met 834 victims needs

o support the handling of this request I have split it into three elements as below;
- ‘….records information that you hold, in any format in relation to passed and present PCC strategic oversight of operation magnolia……’

I will respond to each element separately:
- Under section 14(2) of the Freedom of Information Act, public authorities do not have to comply with a request which is identical, or substantially similar to a previous request submitted by the same individual, unless a reasonable period has elapsed between those requests.
In addition, Section 14(2) can be applied when the public body has previously provided the same requestor with the information in relation to an earlier Freedom of Information Request.
As a result, I have assessed this part of the request as being substantially similar to a previous response relating to reference 0029-24/25 and 0017-25/26. Cleveland Police and Crime Plan – Cleveland Police and Crime Commissioner - The role of Police and Crime Commissioner (PCCs) is to ensure the delivery of an efficient and effective police service in their force area. PCCs are responsible for ‘the totality of policing’ i.e. all policing and not just parts of it. However, they ‘must not fetter the operational independence of the police force and the Chief Constable who leads it’.
