‘Shout’ do not feature on our system as a supplier of services and we have no recorded information on ‘Shout’ within our business management system.

Since the beginning of the 2018/19 financial year, have you commissioned or used (if free) any external provision to support individuals who may be anxious, stressed, depressed, suicidal or overwhelmed and who need immediate support? This can include provision delivered directly to targeted populations or universal services marketed and offered in your locality?

No – the OPCC has not commissioned any services where mental health support is the sole purpose/function within the timeframe you have specified.

The OPCC do commission a number of other services in which mental health support does feature (i.e. as part of a whole systems approach to a victims support pathway), but not specifically as a dedicated service for mental health.

Do you have an annual budget for external mental health support provision?

No – the OPCC does not have a specific budget for external mental health support provision.

Funding is not earmarked for any particular area as long as it falls within the PCC’s objectives (as listed within the Police and Crime Plan) and OPCC Commissioning Strategy, with the process open year round for bid applications.

Since the beginning of the 2018/19 financial year, have you commissioned or used (if free) any external provision to train and support staff working with individuals who may be anxious, stressed, depressed, suicidal or overwhelmed and who need immediate support? This can include training for targeted populations or universal training within your locality?

No – the OPCC has not provided direct funding to any recipients who solely train staff who work with individuals who may be anxious, stressed, depressed, suicidal or overwhelmed.

The Commissioner does however provide an annual budget to Cleveland Police, some of which is used to train police officers and staff as Blue Light Champions in association with mental health charity MIND, and to train staff and supervisors in First Aid for Mental Health (Level 3 accreditation).

If you wish to seek information about these two schemes, an FOI request will need to be submitted to Cleveland Police.

Are there any gaps in mental health support services that you feel Mental Health Innovations ‘Shout’ Text service could support?

Without knowing the full details of the ‘Shout’ text service we would not be in a position to confirm if there are any gaps that it could fulfil at this time. However the OPCC suggests that ‘Shout’ consider the information held within the OPCC website, including the OPCC Commissioning Strategy and encourage them to submit an application for funding if they feel there are any gaps their service could address in Cleveland.
