  • Out of Court Resolutions: Performance and Impact on Re-offending and Rehabilitation

    Reason of Decision:

    The PCC was assured by the evidence submitted by the Force and commended the substantial work undertaken to deliver an increase in OoCR rates.

    The PCC noted that performance is demonstrating a positive direction of travel, supported by a sustained focus on ethical, appropriate and proportionate use.

    The PCC will re-visit this topic next year to ensure that progress is maintained and the positive trajectory continues.

  • Child Protection and Safeguarding

    Decision of PCC: Assured

    Reason of Decision:

    The PCC was assured by the information submitted by the Force, noting that the positive work undertaken to address the issues highlighted in the HMICFRS NCPI is already having a meaningful impact.

    The PCC recognises, however, that this remains a critical area of focus and will require continued monitoring. To maintain effective oversight and ensure that the positive direction of travel is sustained, the PCC will request a further performance update next year.

  • Public Trust and Confidence and Right Care Right Person An Update

    Reason of Decision:

    Public Trust and Confidence

    The PCC was partly assured by the evidence submitted by the Force.

    The PCC identified a disconnect between the improvements made to police performance and current levels of public confidence.

    The PCC will revisit this topic in a year’s time, by which point an increase in public confidence should be evident.

    Right Care Right Person – An Update

    The PCC was partly assured by the evidence submitted by the Force.

    Although deployment rates and the hours spent dealing with mental health-related incidents have reduced, further data is required to demonstrate how the time saved has been reinvested into policing activity.

  • Anti-Social Behaviour

    Decision of PCC: Assured

    Reason of Decision:

    Based on the evidence presented, the PCC was assured by the Force’s work in this area.

    He was confident that effective measures and robust problem-solving approaches are in place to tackle anti social behaviour (ASB).

    The PCC emphasised, however, that tackling ASB is not solely policing’s responsibility. Strong partnership working is fundamental to delivering effective prevention and early intervention, particularly for young people. The topic will be reviewed again in a year to ensure ASB levels are reducing.

  • Victims Code of Practice (VCOP)

    Reason of Decision:

    Having considered the evidence submitted, the PCC acknowledged the sustained efforts of the Force to uphold the rights, support, and protection of victims of crime.

    The PCC also expressed full support for the implementation of the Victims’ Portal, recognising that it will strengthen communication, increase transparency, and enhance the overall experience of victims.

  • Serious Violence, including drug-related offences

    Reason of Decision:

    Although serious violence in Cleveland remains at a high level, the PCC expressed confidence – based on the evidence provided – that the Force is responding effectively to these offences and is making the best possible use of its available resources.

    It was acknowledged that Cleveland continues to face significant socio-economic challenges, including high levels of deprivation.

    The PCC recognises that a robust, preventative, and partnership led approach is essential to reducing serious violence.

  • Use of Out of Court Resolutions and Outcome 16

    Reason of Decision:

    Since the previous update in September 2024, when the Police and Crime Commissioner (PCC) was partly assured, the PCC has concluded improvement plans are in place.

    However, they have yet to demonstrate meaningful impact on Out-of-Court Resolution (OoCR) rates.

    Enhancing performance in this area is important, taking into consideration the national emphasis on expanding the use of OoCRs and the strategic priorities outlined in the Police and Crime Plan. In particular, the plan’s commitment to improving use of OoCR and ensuring victims feel supported and heard.

    The PCC will continue to monitor developments closely, with a further performance update to be requested in six months
