On 12 February 2025, the current Chief Constable of Cleveland Police Mark Webster
tendered his notice of retirement.
In preparation for Mr Webster’s retirement on 27 July 2025, the Police and Crime Commissioner (PCC) launched recruitment for a new Chief Constable.
This process ultimately led to the PCC selecting Victoria Fuller as the preferred candidate for the role.
This was in accordance with schedule 8 of the Police Reform and Social Responsibility Act 2011 and Part 3 of the Police and Crime Panels (Precepts and Chief Constable Appointments) Regulations 2012.
The PCC will ask the Police and Crime Panel to consider the proposed appointment and report back to him at a confirmation hearing on 20 June 2025.
The PCC’s reasons for this decision are set out in his report to the Panel. They are attached to this Decision Record Form at Appendix A.
The proposed appointment is based on the nationally-set salary for the Chief Constable of Cleveland.
Terms and conditions of the appointment align with both local policy and national regulations.
