In June 2022 the MoJ announced that funding awarded for Sexual Violence (SV) and Domestic Abuse (DA) support services in 2021/22 would be extended to March 2025.
This followed feedback regarding challenges of short-term funding for services funded by Police and Crime Commissioner’s (PCCs), As part of this multi-year funding commitment, PCCs must pass this onto locally funded services.
On this basis, all current domestic abuse grants awarded over 2021/23 will be consolidated to include the multi-year commitment covering the period 2022/25.
All multi-year funding is subject to an annual review. It links with quarterly performance monitoring requirements including the completion of a performance framework and quality schedule.
New Grant Agreements
Grant agreements with Cleveland’s DA providers will now incorporate all DA victim services funding awarded from April 2022.
A new consolidated grant agreement will supersede and void the previous grant agreements covering 2022/23. They include the following:
- MoJ Core Victims Grant (April 2022- March 2023) – DRF 2022-7626 refers
- MoJ Independent Sexual Violence Advisor (ISVA) / Independent Domestic Violence Advisor (IDVA) Fund (April 2021- March 2023) – DRF 2021-7018 refers
Funding for Cleveland’s DA Services moving forward includes the following:
- MoJ Core Victims Grant (April 2022- March 2023) – DRF 2022-7626 refers
- MoJ ISVA/IDVA Fund (April 2021- March 2023) – DRF 2021-7018 refers
- MoJ Additional ISVA/IDVA Fund (June 2022 – March 2025) – DRF 2022-0004 refers
- MoJ SV/DA Support Services Fund (April 2022 – March 2025) – DRF 2022-0004 refers
On an annual basis, The MOJ awards the PCC a core victims’ services grant.
Historically, on an annual basis, the PCC has contributed towards one IDVA post in each of the local authority areas via the domestic abuse commissioned services.
Hartlepool, Redcar & Cleveland and Stockton-on-Tees Local Authority Areas
In 2022/23 Harbour was awarded the contract to deliver DA services in Stockton, Hartlepool and Redcar & Cleveland, by the council in each area.
The PCC will directly award Harbour £105,000 per annum to provide one IDVA post in each of those areas.
To align with MoJ multi-year funding the above annual allocations will be extended to March 2025.
Middlesbrough Local Authority Area
In 2022/23, My Sister’s Place were awarded the contract to deliver DA services in Middlesbrough, by Middlesbrough Council.
The PCC will directly award My Sister’s Place £35,000 per annum to provide one IDVA post in Middlesbrough.
To align with MoJ multi-year funding the above annual allocations will be extended to March 2025.
