The Police and Crime Commissioner (PCC) has awarded the contract for provision of ERP & DMS Managed Services
The decision followed an open tender procurement process, which was completed in early 2025.
The new five-year contract (3+2) will be in place ready for the start of the contract on 1 October 2025.
In 2010, at the outset of the out-sourced arrangement with Sopra Steria, part of the service improvement programme was to upgrade the Origin HR system to Oracle E-Business Suite (EBS.) This is an Enterprise Resource Planning (ERP) system for HR, iRecruitment, iLearning and all aspects of Finance and Procurement. It incorporated our Capita Origin Duty Management System (DMS).
The EBS platform ceased from December 2021. A business case was agreed to invest and upgrade the platform.
In July 2020, SopraSteria under the out-sourced arrangement, completed a technical change. As a result, the system was upgraded and re-platformed to the Oracle Cloud Infrastructure (OCI).
The upgraded platform was administered and supported by Sopra Steria until 30 September 2020. At that point, responsibility moved back to the OPCC along with licences, support contracts and hardware.
New Contract
A new contract was put in place in advance of 30 September to ensure that the Oracle EBS and Capita System are fully licenced and supported.
A decision was made for Cleveland PCC to put in place a single Managed Service Contract. This was to ensure that all aspects of the contract were included i.e. management of Oracle and Capita, support and maintenance and upgrades and patching.
This approach reduced the number of third party suppliers, which the OPCC manages. It also reduced risks in relation to licencing.
An Open Tender Procurement was the chosen as the most effective way to procure the services. This was to enable a wide selection of bidders to apply.
Through this competitive process, Sopra Steria won a re-contract of the Managed Service starting from 1 September 2020 to 31 August 2025.
