Cleveland Police and Crime Commissioner (PCC) has extended the current Appropriate Adult (AA) contract to 31 December 2026.
Current providers Teesside Mind were successful following a competitive tender process in 2022.
As a result, the organisation was awarded the contract to deliver the service from 1 January 2023 (DRF 2022-0010.)
The original contract was for a two-year period, with an option to extend for an additional two years up to 31 December 2026. This was dependent on Teesside Mind delivering a satisfactory service
The extended contract period will now run from 1 January 2025 to 31 December 2026. The contract extension is worth £140,000.00
The Office of the Police and Crime Commissioner (OPCC) started a review of all commissioned services in summer 2024.
This process involved completing an Equality Impact Assessment, along with a comprehensive review of service delivery which included – but was not limited to – the following:
- Alignment of delivery against specification and contract terms and conditions
- Review of performance and effectiveness
- Horizon scanning
- Options appraisal
An Appropriate Adult ensures that vulnerable detainees understand their rights and entitlements.
These are outlined in the Police and Criminal Evidence (PACE) Act (1984) Code of Practice.
PACE regulations were brought in to facilitate communication and ensure that investigation processes are carried our fairly.
The OPCC has funded Cleveland’s AA service for adults since 2009.
