The Police and Crime Commissioner (PCC) has asked for a review into people with mental illness and learning disabilities using custody in Cleveland.
The PCC has asked for the review following publication of the Bradley Report.
The Bradley Report presents a comprehensive plan to reduce re-offending and improve public health.
The report wants to end the “revolving door to custody” for mentally ill and learning disabled offenders.
The Bradley report was commissioned by the Secretary of State in December 2007. Its remit was to:
- Examine the extent to which offenders with mental health problems or learning disabilities could, in appropriate cases, be diverted from prison to other services. It also looked at the barriers to such diversion; and
- Make recommendations to government, in particular on the organisation of effective court liaison and diversion arrangements and the services needed to support them.
