The Office of the Police and Crime Commissioner (OPCC) manages a number of Independent Scrutiny Panels.
They bring together volunteers, community representatives and key stakeholders. The panels support the scrutiny of policing activities.
Their aim is to provide independent oversight of police actions, decisions and case handling. By reviewing police activity from an impartial perspective, the panels help to ensure policing is fair, proportionate, accountable and consistent with relevant legislation, policies and professional standards.
Independent scrutiny plays an important role in strengthening public confidence in policing. It demonstrates that police decisions and actions are subject to meaningful external review and challenge where appropriate.
The panels review selected cases to assess whether they have been handled appropriately and in accordance with legal, procedural and ethical requirements. This includes considering the quality, rationale and proportionality of police decision making, as well as the potential impact on individuals and communities.
Through their work, panels provide assurance to the public, promote transparency, and help identify opportunities for learning and continuous improvement.
