The Complaints Scrutiny Panel provides independent oversight of how police complaints are handled.
Its purpose is to review complaint cases and assess whether they have been managed fairly, proportionately and in line with relevant legislation, policies and procedures.
By offering an impartial perspective on police complaint handling, the Panel helps to strengthen public confidence in policing. It also provides assurance that complaints are subject to meaningful, external scrutiny.
Through the review of selected complaint cases, the Panel examines key aspects of complaint handling. Members identify good practice, highlight areas for improvement and ensure complainants receive a fair and effective service.
Key Areas of Focus
The Panel’s scrutiny activity focuses on:
- Timeliness of responses and case handling;
- Quality and thoroughness of investigations;
- Effectiveness of communication with complainants, including how well their individual needs have been understood and addressed; and
- Proportionality and reasonableness of decisions and outcomes.
Through this work, the Panel promotes transparency, accountability and continuous improvement in police complaint handling.
Panel Membership
To support constructive and effective scrutiny, the Panel is made up of eight to 12 independent volunteers. They are drawn from across the community. Members provide a range of perspectives and help ensure that cases are reviewed independently and fairly.

Scrutiny Outcomes and Assurance Reports
Following each meeting, a Scrutiny Outcomes and Assurance Report is produced. It provides a clear summary of the Panel’s observations, findings and recommendations in relation to the cases reviewed.
