The Out of Court Resolutions (OoCR) Scrutiny Panel provides independent oversight of police decision making relating to the use of Out of Court Resolutions.
Its purpose is to ensure that these outcomes are used fairly, proportionately and consistently. Members also check that outcomes are in accordance with relevant legislation, guidance and local policy.
By bringing together representatives from a range of partner organisations, the Panel provides an independent and informed assessment of police decisions. This helps to strengthen public confidence in the use of Out of Court Resolutions. It also demonstrates that these decisions are subject to robust external scrutiny.
The Panel reviews a selection of cases to assess whether the most appropriate outcome has been applied. This takes into account the circumstances of the offence, the needs of victims, and the wider interests of justice.
Through this work, the Panel provides assurance to the public, promotes transparency, and supports continuous improvement in decision-making.
Areas of Key Focus
The Panel’s scrutiny activity focuses on:
- Consistency, suitability and proportionality of the out of court resolution used;
- Offender context and accountability, including consideration of the individual’s circumstances and engagement with the resolution process; and
- Victim impact and conditions/interventions, ensuring that victim needs are appropriately considered and that any conditions or interventions are suitable and meaningful.

The Panel draws on the expertise of key partners and stakeholders involved in the criminal justice system, including representatives from:
- Youth Justice Service
- Youth Justice Board
- Probation Service
- Crown Prosecution Service (CPS)
- Teesside Magistrates
- Victim Care and Advice Service (VCAS)
- Office of the Police and Crime Commissioner (OPCC)
The involvement of these organisations helps ensure that cases are reviewed from a range of professional perspectives. This supports balanced and effective scrutiny.
